Most of Canada’s provinces and territories can nominate people to immigrate to Canada. These people have the skills, education and work experience they need to contribute to the economy of that province or territory.
To apply under the Provincial Nominee Program, you must:
- be nominated by a specific Canadian province or territory, then
- apply to Immigration, Refugees and Citizenship Canada (IRCC) to become a permanent resident of Canada.
Alberta Immigrant Nominee Program
The AINP is an economic immigration program operated by the Government of Alberta with the Government of Canada’s department of Immigration, Refugees and Citizenship Canada (IRCC). It supports Alberta’s economic growth by attracting and retaining work-ready immigrants to the province. Individuals nominated by the Government of Alberta, together with their spouse/common-law partner and dependent children, can apply for permanent residence through IRCC as a Provincial Nominee. IRCC makes final decisions on all Provincial Nominee permanent resident applications. Requirements to qualify to apply vary depending on the stream and category.

Self-Employed Farmer Stream
Self-Employed Farmer Stream criteria (include but are not limited to):
You must prove that you have farm management skills shown by:
- Financial documentation of your existing farm business
- Documentation of your education, training and work experience
- Proposed business plan for the farming enterprise you are considering in Alberta
- Proof that a Canadian financial institution is willing to finance your proposed farming business.
You must have sufficient financial resources to develop a sustainable farming operation.
- You must be able to invest a minimum of CDN $500,000 of equity in a primary production farming business in Alberta.
- You must provide documents that demonstrates you have a minimum net worth of CDN $500,000 or confirmation that you have access to a similar amount of funds from other sources.
- The CDN $500,000 is the minimum amount. You may be required to show you have the ability to invest more than the minimum.
You must invest in a primary production farming business in Alberta.
- You will have to document your investment intentions in your proposed business plan.
- Applications representing the best opportunity for growth relevant to Alberta’s agri-food targets will be given priority.
Alberta Opportunity Stream (AOS) As of June 14, 2018
Under the AOS candidates can apply on their own, without the need for employer support.
As of June 14, 2018 the AINP through the creation of the AOS has expanded to accept most occupations and all skill levels and because of this expansion on June 14, 2018, the federal government requires minimum criteria for language, education and income. The AOS essentially opens up to almost all skills and professions in Alberta with more flexibility for trade skills. The AOS ensures that workers with professional, personal and community ties to Alberta are first in line to become permanent residents with a pathway to citizenship.

International graduates can apply to the program through the Alberta Opportunity Stream if they graduated from an approved Alberta post-secondary institution and are working on a post-graduation work permit.
Applicants will need to:
- Show that they have at least six months of work experience in Alberta in an occupation related to their field of study (this is less than the requirement for other applicants).
- Meet the same language and income requirements as other applicants.
International graduates must have education and skills that are well matched with skills shortages in Alberta in order to be eligible for the Alberta Immigrant Nominee Program.
To help international students find out whether their education and work experience is well matched with current skills shortages in Alberta, the province keeps a list of post-secondary programs and a list of ineligible occupations, called the Refusal to Process List. These lists change on a regular basis.
Students who have completed a post-secondary program on the post-secondary list are eligible for the Alberta Immigrant Nominee Program if their education program is on the list at the same time they enroll in the post-secondary program. People whose occupation is on the Refusal to Process list of occupations will not be eligible to apply to the program for as long as that occupation stays on the list. Students will also need to review a list of ineligible occupations that can be found with the other criteria for the Alberta Opportunity Stream.
